Analysis And Assessment Of Baumgartner & Jones Ag Essays - AARP Analysis And Assessment Of Baumgartner & Jones Agendas And Instability In American Politics I find a certain amount of difficulty when I attempt to offer an assessment of Baumgartner and Jones work, Agendas and Instability in American Politics. The reason for this is because the book is written in such a manner that it is enormously difficult to offer a conflicting argument to the model they use to describe how issues become part of agenda, the power of interest groups, policy monopolies, how power shifts, and other issues related to the aforementioned. For this reason, I must say that I find their model to be on solid ground. The previous reading assignments in this course which where mostly based on the writings of C. Wright Mills and his protg Robert Dahl read like the thoughts of writers who were desperately trying to convince the reader that they are right. To the contrary, Baumgartner and Jones made no real attempts to sell their research and rather presented their findings and beliefs in a way that seems to say to the reader that this is the way things are. Examples of legislative activity that seem to conform to their model offered to the readers of Baumgartner and Jones are presented in a way that basically shows the reader how their model translates into real life as opposed to an offering of evidence to bolster the correctness of their assertions. The notion of policy monopolies I find to be a very believable concept when describing the formulation, definition and promotion of issues in the American political agenda. Making an issue a taboo or untouchable or dangerous to national security, thus ensuring its longevity, perhaps even immortality. This phenomenon is most visible in the issues of Medicare and Social Security. Both programs are in deep financial trouble, but anyone who advocates even the slightest bit of change in either program is immediately labeled an extremist who lacks compassion for our nations senior citizens or a radical who is trying to move our country towards socialism. I am especially fond of two principals in the Baugartner and Jones model; issue definition and changing venues. Like most of Baumgartner and Jones work, when I attempt to scrutinize it, I find a virtual impossibility in offering a competing theory. When examining issue definition, I discovered that defining or attempting to define issues (sometimes referred to as spinning) is something I have witnessed on countless occasions. In fact, when I was a novice campaign strategist and lobbyist, I engaged in this practice without knowing there was a legitimate noun for what I was doing. Baumgartner and Jones contend that interest groups, institutions, politicians, and the like attempt to define an issue in a way that serves their interests. An example of this that immediately springs to my mind was a speech delivered by President Bill Clinton in early 1993 to the American Association of Retired Persons (AARP) concerning the reforming of Medicare. President Clinton proposed a slowing of the rate of growth of the program to roughly twice the rate of inflation as a means of keeping the program solvent. Medicare was experiencing and continues to experience such an astronomical rate of growth that it cannot possibly remain solvent without a massive increase in taxation and/or a significant amount of borrowing from foreign nations adding to our already inconceivably monstrous national debt. Naturally, there was some skepticism about his plan as there is with every idea that would enact a change to an existing government program. Additionally, there was a heavy distrust of Clinton by the AARPs rank and file members after his tax increase on Social Security benefits. The growing concern amongst senior citizens was that the president was going to cut Medicare. In his speech to the AARP, Clinton jostled those who accused his plan of amounting to a cut by saying, Only in Washington can an increase of twice the rate of inflation be called a cut. In many countries today prejudice is still a big issue among different cultures people always tend to stereotype others just because of race,sex,color or whatever the case may be I fell this is unfair because people lives are at jeopardy in so many ways because of the negative thinking. Prejudices are opinions formed beforehand without any reason knowledge or thought. I have been taught about the history of prejudice and how serious it had been in the past. For example, my Caucasian friend and I conducted an experiment to see who would really get the job I had all the qualifications for the position and she did not have any skills for that position. At the end of our interviews, she had been the one chosen to fill the position. This is what keeps society frustrated and anger and this is what showed us how I had been stereotyped just that quick. Social identity and feeling superior to others was one way that our ancestors lived to protect themselves by living in groups. People will do whatever they have to do to protect their groups in most countries. For example, over in Iraq when the war first started how these people are so willing to kill themselves to protect their country. When lacking self-esteem this is what causes people with social identities to become confused. Many disadvantage people find security in groups and this is what makes them so willing to do anything in their power for their group. Many feel that by being in groups this is a need for status and feeling superior over others. I have noticed that we do tend to still group when you look at different communities you can see how we segregate ourselves there are many communities where there are all African Americans. Hispanics and Caucasians where as some communities have a mixture of all races that live and get along in the same communities with no problems. I feel that in some way or another we all have some kind of issue with prejudice even if you do not feel like you are it is somewhere deep down inside and that is why we segregate our selves. I feel that because of all of our negative perceptions of people we all tend to categorize on another. For instance, how men use to categorize women as only being able to stay home and bear children and not being intelligent enough to work. These perceptions also feel that all blacks are uneducated hoodlums, and the same is for how homosexuals are a disgrace to the world. These errors occur because most of us focus on the person and not on their situations. The more we continue to have these types of stereotypical attitudes it is a lesser chance that the world will be willing to accept one another as equal human beings. Consequences of being prejudice There are have been many problems in society because of the ignorance of prejudice. When society tends to label, it can sometimes lead to dangerous activity. I can remember learning in school about all of our civil rights leaders and how many of them had lost their lives, how people acted out with violence in the sixties. There were billions of dollars lost, because of riots due to the violence in society. They were only trying to bring people together in harmony, so that we can all treat each others as equals to put an end to stereotyping. There were so many people at this time that were angry that they felt there should not be equal rights between each human being and this is what lead them to take the lives of these very heroic men. So many innocent people have been targeted by prejudice actions, and affect the behavior of the person holding the prejudice issues as well. I visited the Child Protective Services agency for my interview. I chose this agency for two reasons. The first reason is because I plan to work for this company after obtaining my degree. Secondly because I am a foster parent and I would to know how the agency works from the opposite perspective. The case worker I spoke was Kathy Basham. The interview took place on August 3, 2012. I was really excited to talk to her because she had floated between many positions within the agency and I felt like she would be able to answer all of my questions. This interview helped me to gain a clearer understanding of what the responsibilities of a case worker are. I got to hear about the struggles as well as the triumphs. I also gained insight on the ethical and legal concerns that the agency experiences, and how they handle with these matters. During this time, Mrs. Basham’s focal responsibility is with the investigating team. Her job was to investigate reports of child abuse and neglect. In order to do her job efficiently, she must do a sequence of intake interviews with the children and families that have been reported. Gathering the findings of these interviews will aid in making the decision whether abuse or neglect has happened. If the finding are determined that there is a concern the state laws state that the children must be removed from their home and place with family or in foster care. After making this determination, Mrs. Basham makes recommendations for the well-being of the child, she next sends in her reports to her supervisor and they make plans for the next steps to take action. Steps will be determined based on if whether or not the child is in immediate danger. If they deem that the children are in danger they will order an emergency custody hearing. Mrs. Basham has stated that there are often many false reports. She said false reports are aggravating because the process is time consuming and they cause workers to waste time they could be spending on true cases. Child Protective Services (CPS) has several intervention programs that are  available to families. They are valuable to the prevention of child abuse, as well as programs that are available to families and children who have open child abuse cases. They offer many other therapy programs, such as parenting classes, prevention and treatment anger management classes. Foster care programs are also offered. The Kentucky Department of Child Protective Services serves families of every income level however; many reports come from lower income areas. Child Protective Service case workers experience various different kinds of ethical dilemmas. Mrs. Basham stated that there is a great level of sentiment in this sort of work, for the families and case workers. It is normal for family and parents to scream or act violently toward her doing the intake interview process. She also said that her job can be frustrating at times but she reminds herself of her sole focus, which is ensuring that children’s safety within their family setting and their overall well-being. Ethical dilemmas differ from case to case. One ethical dilemma almost all CPS workers face is clients wanting to know who reported them. Kentucky state law prohibits workers from disclosing that type of information. Mrs. Basham admits that would be simpler if she could tell them because many clients refuse to cooperate unless she tells them. Borderline neglect cases can also be ethical dilemmas. These sorts of cases include homes that are unfit to live in. Many homes are filthy, however if there is no immediate danger the case workers do not have the authority to remove the children. Even though it’s not allowed, when this occurs some case workers will find alternative reasons to remove the children from such an environment. It has been said that even if a child is in a dirty environment it does not necessarily mean the child is being neglected. In some cases if the environment is truly unfit to live in the children can be removed. Sometimes if the house is filthy the children may be also so the family may be referred to a program that assists them develop life skills to teach them about hygiene. CPS worker must comply with certain legal requirements while performing intake assessments. They must follow all agency and state law guidelines and policies while investigating child abuse reports. When abuse reports come in, case workers must visit the home within 24 hours. In more serious reports the worker has 2 hours to report to the home. All cases must be either elevated or closed within 30 days. Elevated cases usually involve children being removed from their home. When  this occurs Ms. Basham turns the case over to a case worker which will monitor the child through the foster care system or family placement. Case workers are required to try to find suitable family placement first. If not possible the child will be placed with licensed foster care providers. CPS is legally required to inform the parent and/or guardian that the child is being removed. After the child is removed they must inform all involved parties of court dates, treatment plans and any other information concerning the child. The disadvantages of Mrs. Basham’s job include underfunded agencies include, high rates of turnover in the staff, large case loads and being understaffed. The State of Kentucky offers assistance programs for individuals entering the human service field including such as tuition assistance like financial aid, extensions on paying back student loans, and loan forgiveness. To be an employee for Child Protective Services of Kentucky it requires that you receive a four year Bachelor’s degree in social work, sociology, human services or an equivalent degree. Regrettably, Mrs. Basham was not capable of giving me any additional information on the requirements for an internship. My interview with Mrs. Basham lasted approximately an hour. I was able to obtain a deeper insight of the labor involved in being an investigator in child abuse and neglect cases. The interview expanded my interest in the field of child protective services and I feel like it is an exciting and rewarding career choice.
